AI delivery for public administration

AI delivery: from the as-is process into live operation.

From process capture through the target process to applications your administration keeps running itself, integrated into your systems and the e-file.

Arrange a first meeting

AI delivery here means: the cases of a unit are captured, the target process is modelled in agreement with that unit and then moved into operation in stages, integrated into existing systems and the e-file. Impact is measured at measure level, in processing time and in euros. The goal is operation by your administration itself.

01

From as-is to target process

Delivery starts with capturing the as-is processes on site. The target process is modelled in agreement with the unit; the capture ends with a concept and prioritized cases. The capture is a paid service; if delivery is commissioned, the fee is credited.

02

Integrated into your systems and the e-file

The solution fits into existing specialist systems and the e-file instead of creating another silo. Interoperability with your current system landscape is a build requirement, not an afterthought; replacing systems is not required.

03

Proof of feasibility before scaling

First focused on one use case, then extended step by step to further fields of action. Where the benefit is disputed, one use case is built as proof after the capture, on your own cases. This avoids overloading the units.

04

Rollout and go-live

Access is set up through your existing user accounts, with license management and key-user training, until the application runs in production. That applies to every model deployed in your administration.

05

AI agents for casework

We set up AI-supported assistance functions ("agents") that pre-sort cases, prepare drafts and pre-check invoices or applications. Decisions stay with your staff; sign-off points are firmly defined. Backlogs and throughput times drop measurably, with impact measured at measure level.

06

Migrating existing AI applications

Existing AI applications from other providers are moved over in planned steps, with a test run before the switch. Prompts, interfaces and evaluations are carried over; parallel operation ends only after successful acceptance.

07

Digital sovereignty

The operating model follows the data: public cloud for uncritical work, EU cloud or operation in your own data center where citizen or social data is involved. The three-tier infrastructure model keeps sensitive data where your rules require it.

08

Participation and co-determination

Staff councils are to be involved under the applicable state staff representation act where an introduction is capable of monitoring staff behaviour or performance, or where workflows change substantially. This is clarified for every project individually, in case of doubt before it starts. Unit participation begins with the areas that are ready.

09

Interim operation

Until your administration runs operations fully itself, we take them on for a fixed period on request: monitoring, incident handling and cost control, including the right model choice per task. The handover date is set contractually; self-operation remains the goal.

10

Lasting capability in your organization

Documentation, key-user training and the step-by-step handover of operations are part of the engagement. On request, an internal competence center is built up along the way, which then sets up new use cases itself. The knowledge base and the agents remain with your administration.

How we start.

  1. 1

    Process capture and concept

As-is processes are captured on site; the target process is modelled in agreement with the unit. The capture is paid and credited if delivery is commissioned.

  2. 2

    Delivery in stages

From the target process through automation to assistance functions with defined sign-off points. Each stage goes live on its own; impact measurement runs from the first stage.

  3. 3

    Handover into self-operation

Every component is documented, key users are trained and operations are handed over step by step. Your administration keeps running the knowledge base and the agents itself.

Frequent questions.

How is AI delivery treated in the budget?

Consulting and rollout services are operating expenditure. For software, only a permanent license purchase above your municipality's capitalization threshold is capital expenditure; recurring usage fees are budgeted as operating costs. For a first orientation we provide a non-binding cost estimate; a stand-alone value-for-money analysis is prepared as an annex to your decision paper.

Does this work with our specialist systems?

Yes. Work is done with your existing system landscape including the e-file; the assistance functions build on existing data sources. Replacing systems is not a prerequisite.

When does the staff council have to be involved?

Under the applicable state staff representation act, in particular where an introduction is capable of monitoring staff behaviour or performance, or where workflows change substantially. This is clarified for every project individually, in case of doubt before it starts; we supply the documentation for it.

What happens with citizen and social data?

The operating model follows the data: public cloud for uncritical work, EU cloud or operation in your own data center where citizen or social data is involved. Where a data protection impact assessment under Art. 35 GDPR is required, it is prepared within the project.

Does this create lasting dependence on the provider?

No. Operation by your administration itself is part of the engagement: documentation, key-user training and the step-by-step handover are part of delivery; the knowledge base and the agents remain with you. Interim operation by us is agreed for a fixed term with a set handover date.
